You can hook it up on an independent 12v source (ie cig lighter, ign circuit, or off of a different source) then hardwire it's own switch in.

How would i go about installing fog lights so that they are independant of the headlights...so i can turn them on without turning on the headlights

To clarify, you need a relay and a switch to control the relay. Additionally, beyond what you're trying to do, you have the option to have the switch connected to an ignition controlled source or one that is always powered. Look in the wiring diagram if your fog light kit came with one.
