'96 front bumper

I need to replace my front bumper for my '96 Tacoma, and i was wondering... do i need to replace the lower part beneath the bumper as well (the lower valence is what it is i think)? Or can i just replace the bumper and re-use the existing part? Any help is appreciated.

I think the part is genuine. The site that i'm thinking about getting it from is www.expressbodyparts.com. Do you think these are the real deal? I know that www.toyota-parts.com also has some as well, but they are slightly more expensive though.
