Changing timing belt right cam seems to spring into three different positions?

I'm changing my timing belt. I'm also replacing the seals behind the cam pulleys. When I rotate the right cam it seems to spring into one of three positions but doesn't want to stay at top dead center where the mark lines up with the top.

I can just barely get it there and it will stay. But then with the slightest little pressure it will Spring to the next position. I'm assuming this is just the valve springs operating however it seems odd that you almost have to balance the cam pulley on the mark. I was under the impression that it would rotate smoothly. The left cam will spring into three positions also, but one of those positions centers it right on the mark. Am I missing anything?

That's a new one on me ... I'm not sure whether it's just a nuisance or a symptom of something wrong.

I saw a video on YouTube. It kinda seemed he had the same deal. The right cam pulley sits on the mark if you carefully rotate it to that point, but spring tension will pop it to the next closed position with a little nudge. Both cams do it, but the left one rests on the mark, where the right one seems to rest in the middle.

TRD supercharger, headers, & exhaust. Single cat. URD fuel upgrade kit, AFR calibrator, 2.2 pulley & short shifter. Ivan Stewart rims. K&N/Amsoil intake. Big brake/Tundra upgrade. Addco front sway bar. Downey shackles.
