225 is tread width
45 is sidewall height
17 is rim size

all there is to it

well.... actually.... the 45 is the percentage of the tread width (225 in your example, which is from bead to bead) that is on the sidewalls of the tires. http://www.CustomTacos.com/ubbthreads/images/graemlins/waytogo.gif

so the smaller the sidewall # the lower profile the tire is???

correct. you can go to a tire store and just look at them and see side by side the differences in the numbers compared to size. try it.

yes, if the tires are the same width.....a 245/45 is going to have a bigger sidewall then a 205/50 because the sidewall number (aspect ratio) is a percentage of the width
