Do you have a tach? If so - was the tach OEM on your Taco, or have you done a tach cluster swap?
According to the 1999 wiring diagrams only the tach clusters have the low fuel indicator lamp.
Furthermore, this low fuel level warning was some sort of option (not standard equipment). However, I can't find any 1999 documentation that shows what package(s) may have included this low fuel warning option.
One thing I can tell from the '99 wiring diagrams ... The fuel sender (sensor thingie that sends signals to the cluster) is different for tach clusters (the only ones that can have the low fuel light) versus non-tach clusters.
However ... The wiring diagram seems to indicate the same sender is used on all tach clusters. If this is true, you might be able to add a bulb and a wiring connection to get the low fuel warning function. I don't know for sure ...
