Herre (attached) is the 1999 2RZ engine control (ECM) wiring diagram. I need to do some more rummaging around to locate an illustration of the 1999 ECM pinout arrangement.
This is as close as I can offer, but I'm pretty sure it should be identical for your 1999 truck ...
Here (attached) is the 1998 2RZ / 3RZ ECM pinout diagram and terminal / circuit listing.
I've checked the annual new features documentation I have on file, and Toyota did not list any ECM / wiring / diagnostic revisions for the 2RZ engine from 1998 to 1999.
The 1998 listing matches the connection data shown on the 1999 engine control wiring diagram I posted earlier.
The wiring diagram indicates the knock sensor connects to pin 12 at connection 'C'. This translates to pin 12 on the E7 connector (ECM side) illustrated in the 1998 ECM terminals diagram.
If you scroll to the end of the 1999 engine control wiring diagram you'll find a picture of the E7 connector (wiring harness side), on which the pin layout is a mirror image of the layout on the ECM side.
The knock sensor line at the ECM is a black wire. Be careful - right next to pin 12 is pin 13, where another black wire connects from the heated oxygen sensor (Bank 1 Sensor 2).
Does this look normal for the connector? The grounding just chilling down there. I tested to see if center conductor and ground were ohming out and they weren't But does this look right
Yes that is normal. The shielding is for RFI and SHOULD have continuity to ground. The center knock sensor connector should have NO continuity to ground. It SHOULD have continuity from the ECM to the connector you are holding.

I'm lost ... Exactly what is that connector you're holding in your hand? Where is it? What did it connect to? :shrug:
If it's the connector from the knock sensor, it's definitely 'wrong'. Look at the engine control wiring diagram. You'll see that the black line is supposed to be the _signal_ line from the knock sensor to the ECM. The knock sensor itself is shown as being self-grounded (e.g., at or through its mount) without any separate ground line.
That's the wire that plugs into knock sensor. The shielding is what I'm pointing out
